David D'Arcangelo

David D’Arcangelo is a nationally recognized disability expert, public servant, business professional, and educator whose career spans both the public and private sectors. Legally blind from an early age, he has served as a Presidential and Gubernatorial appointee, elected official, and advocate for greater independence and opportunity for people with disabilities.

He has also taught public speaking and communication, drawing on his experience in leadership, policy, and public affairs. Known for his innovative ideas and persuasive communication style, David brings clarity, credibility, and a unique perspective to every organization and audience he serves.

Leadership in Disability Advocacy

David D’Arcangelo has built a distinguished career as a disability advocate, public servant, and business leader. His experience includes serving on the National Council on Disability, leading the Massachusetts Commission for the Blind and Massachusetts Office on Disability, and being elected three times as City Councillor At-Large.

Through these roles, he has helped shape disability policy, modernize public agencies, and improve opportunities and outcomes for people with disabilities.

National Impact & Awards

The Council of State Governments (CSG) recognized David as one of the 30 Leaders in the United States Impacting Disability Policy in their Capitol Ideas Magazine celebrating 30 years of the ADA. David also served on the national “Work Matters” Task Force, which designed a framework for states to use in workforce development for people with disabilities.

David’s extensive speaking skills include presenting at the National ADA Symposium, the American Enterprise Institute, the National Governor’s Association State Learning Lab, and numerous other conferences, meetings, and events.

One of David’s ideas was recently selected into the competitive 10X process, Project #11: Connecting the Vocational Rehabilitation Data Landscape.

Leadership in Disability Advocacy

Non-Profit & Civic Leadership
Aligning his leadership with social responsibility, David has extensive experience within non-profit leadership, including serving on the Board of Directors for the National Industries for the Blind, the Arc of Middlesex East, Resource Partnership, and Tailored for Success. He has also served as Past President of the Malden Rotary Club and as Chair of the Massachusetts Commission for the Blind Rehabilitation Council.
Industry Innovation
David’s industry leadership, vision, and innovation includes identifying development sites for disabled and senior housing for the nation’s largest non-profit rental CO-OP (CSI Support & Development Services), and spearheading M&L Transit Systems, Inc.’s financial turnaround and budget development.
Education & Family
David is a graduate of Suffolk University, where he served as an adjunct faculty member in the Communications and Journalism Department. David lives in Malden with his wife Lisa and their daughter, who is on the Autism Spectrum. With over two dozen years of experience, Arc Angel Communications has seen significant success in both the private and public sectors.

DIRECTOR OF COMMUNICATIONS

Meet Cindy Campbell

Cindy Campbell is a highly accomplished communications and media executive based in Greater Boston, with extensive experience in brand management and public advocacy. She most recently served as the Director of Communications for the MA POST Commission, where she acted as the chief architect for the agency’s communications strategy.

Her career includes significant leadership roles, such as Communications Director for AARP Massachusetts and Senior Manager for the MA Highway Safety Division, where she managed multi-million-dollar budgets and high-impact media campaigns.

Beyond her strategic leadership, Cindy is a seasoned multimedia expert and on-camera personality. For over a decade, she was a familiar face to Boston audiences as a live broadcast TV traffic reporter for WCVB-TV. She holds a Master of Arts in Communications Industries Management from Emerson College and a Bachelor of Arts in Journalism from Suffolk University.

Always at the forefront of industry trends, Cindy is a Google Certified AI Professional with expertise in integrating emerging technologies into modern communication strategies. She is also a dedicated community leader, serving on boards for organizations like the Melrose Alliance Against Violence.
